| 1992 | March | Rokureikai, the alumni association Nagano Prefectural College College, submitted a petition to the prefectural assembly with 120,000 signatures, requesting that the college be upgraded to a four-year program, which was subsequently adopted. |
| 2001 | March | Rokureikai submitted another petition to the prefectural assembly with the same intent, and it was adopted. |
| 2006 | september | Shoichi Washizawa, then Mayor of Nagano, proposed to then-Governor Hitoshi Murai that the university education system be changed to a four-year program. |
| 2008 | March | Prefectural comprehensive external auditor proposes a four-year training program. |
| 2009 | december | Governor Murai announced the establishment of an expert review committee in the prefectural assembly. |
| 2010 | February | A review committee has been established, comprised of representatives from Nagano Prefecture, Nagano Prefectural College, and economic organizations. |
